Why you would need so many material in a single model? Common ones usually have few ones depending of differents shaders needed, but I never see any situation where you would need such incredible amount.
Can you give some details about your model or what you try to achieve?

m borrowing stuff from another model but the persomn who made it was bad at source engine and made too much textures, and im too bad at soure engine to fix it
Ah I see. It is player models?

yeah, it also has lots of bodygroups
Yeah but even with different bodygroups (which concern geometry), it should be on a same texture sheet.

Community players models are usually not made as they are supposed to be, they usually have dozens of external materials & textures which are a pain for GPU and memory usage. Plus, it is highly unoptimized, for computer and for the creator who work with such big amount of elements for a single model.
Basically, different materials should be used for different shaders and not as we see for every part & element of a model.

Other than "merging" the textures by hand, if and only if they share a same UV space, you can't do really much other than redesigning the texturing of the model.

Trying to fix other's models is usually longer that making own or recreating the wrong parts.
There is a community made compiler that has the materials limit removed. It has, however, a serious flaw so don't use it if you don't have to
Compiler is a thing, but the engine will recognize more that the limit?
I never noticed any issues with with my models that had more than 32 materials while in game
gmod's studiomdl doesn't seem to have this restriction. I don't know of any other games that this is true for unfortunately, but gmod isn't crazy expensive or anything
