Is the Widowmaker a downgrade compared to stock shotgun?
The only way I can see you getting actual value out of the widowmaker compared to the shotgun is if you need to fire more than six shots in a given combat instance.

But engineer is inherently not a good class for long sustained fights, so getting the most out of this weapon requires a medic to pocket you. The problem with that is that there's better classes you could be pocketing as a medic, like a pyro, soldier, demo, or a heavy, heck even a scout might be better if you are willing to put that much cooperation into it.

Point is, the widowmaker is at best a meme weapon that does some good shooting sounds but for most cases you are probably better running with the stock shotgun as the widowmaker tends to also make you overconfident which is a death sentence for an engineer.

If I had to propose a change to fix my gripes with the widowmaker, I would give it a faster firing speed so it can feel like you're really quickly pumping damage into the enemy and being rewarded for being accurate.

I always assumed it was to get your metal reserves back up witha meatshot or two.

While it's true you can regain your metal through hitting some clean meat shots, there's generally safer ways to refill your metal supply without putting yourself at so much risk. Like finding a ammo pack or touching the resupply cabinet.

The widowmaker can be good in certain instances, but my overall issue is that circumstances are very specific and don't occur often enough in normal play to really justify using it as a side grade to stock.

While it's true you don't need to reload, when are you going to be in a situation where a fight takes more than six shots at most? Usually in that time, you'll either get the enemy or they'll get you. They'll probably be so low on HP a quick switch to your melee or pistol will finish them off.
Depends on how often you are in combat. Aggressive Battle Engineers definitely get more use out of it than passive Engies, but the bottomless clip has plenty of uses for passive Engineers as well, for example when new threats keep coming towards your nest and give you no break to reload. Turning every opponent into a walking ammo pack is also funny.

It's definitely not a downgrade though, even though it may not match your playstyle.
It's not a downgrade as long as you can hit your shots.
others already mentioned that it's almost a direct upgrade if you can aim but i will also mention that an ubered widowmaker engineer is terrifying
in theory it's an upgrade but in practice it's gonna be less reliable than stock

mostly fine, though the sentry damage targeting thing is really confusing

It's such a useless stat. The weapon demonstration video does a good job showing off how much extra damage you are doing and it's a whooping 8 extra damage. Considering your sentry is doing like 150 damage in a second, that extra damage really isn't adding much even if you are meeting the requirements.
30 makes no sense, it should be a multiple of 200

It's to keep it to the standard 6shots before reloading (though it doesn't need to reload and can shoot more if you actually hit your shots)

Never seen that one, but a good battle engi with a Kritzkrieg up their ass and widowmaker in hand can chew through an inexperienced team almost as good as a phlog pyro.
It's a high risk, high reward weapon kinda like Kunai or the god forbidden trolldier loadout
As others have said, it's not bad if you can land your shots. The only real downside in my eyes is that you tend to not be as on top of keeping up your teles and dispensers. I prefer the Frontier Justice myself but that's another topic.
