Apologies for the late response, forgot to answer it....
Well it's not allowed because you can only get to level 25, but because for some people this is a bad explanation I will explain what I mean by this. If everyone who can get/makes mods starts using a level 30 mod average players who don't have mods nor have a connection with the community will start to think that we're all hackers. I know it's not influencing the gameplay in an advantage for you in anyway but does the average player know? No they don't. Now the same can be said about parts swapping and custom parts but besides the fact that sometimes you don't even notice that someone has them it is impossible to make that forbidden without losing lots of members. That's why level 30 is forbidden because except for some guys most people don't use that mod just yet. I hope to have explained myself and the rules with this.
