You can ask Civ2011 to check the group history for how many you actually sent. Also, the invites that get through are counted from the top of the list that it shows, so you might get different results(provided that you didn't get your full invite through, that is like 0.001% chance) bybwaiting for another time of the day so that a different part of your friends is playing/online.

Well, that's kind of the point. No matter how many you send only a certain amount wll get through.

Uhm. Are you sure that you did? Steam tends to screw up mass invites and only let a dozen or two invites through.
