If we're talking real politics here, there are actually two different categories separate from Conservative and Liberal. The libertarians on both left and right wings are against big government, and some go as far as to say there should be no government at all. On the other hand, there are both authoritarian liberals and conservatives, who may be as mild as saying that the state is a necessary evil, and as extreme as totalitarianism.

The liberals think that the state have to be more controlled by the citizens and they think that all of the citizens have to be free to act for themselves without any restriction , but any society needs some restrictions

I think pretty much everyone sees the state as a necessary evil. It is not an idea exclusive to either liberals or conservatives.
