go into the properties of the program launch shortcut - then the line "Object" and in the field "X:\your program installation folder\Steam\Steam.exe" - a space - after we add "-vgui" without quotes - Apply!

Looks like "C:\Program Files (x86)\Steam\steam.exe" -vgui
