The Civilians got raped in Love & War update. Every known to date ways of forcing our mercenaries into that state is gone. Hopefully new ways of becoming a civilian are about to be discovered in near future.

There's a way to be a civilian for every class when server has "Friendly mode" plugin. Can't promise that it works with every plugin of this kind but here are the steps in order to become an overpowered civilian:
1. Go into friendly mode (type !friendly)
2. Leave spawn area or any area that forces you to respawn after changing a weapon
3. Change every weapon to any different
4. Get back to spawn and hit locker
