As a general rule, try uninstalling both Dota 2 and its Workshop Tools, to see if it will resolve the problem. Additionally, make sure that you have followed the basic steps via this link: https://developer.valvesoftware.com/wiki/Dota_2_Workshop_Tools/Installing_and_Launching_Tools

Additionally, at least make sure that you have run the Dota 2 game once. It seems to be a standard that in order for development tools to work, like Hammer, the respective game has to be run at least once in order to create the necessary files.

My guess is, you probably followed the steps in the page I presented. However, since the tool is still relatively new in the modding scene, it is unlikely there will be much information to spare at the moment.

I do hope that you'll be able to get it working soon.
