Sadly, I totally forgot how to do it. It's literally been years lol.

I believe that I made a dupe that show the basics of how the guns work. You can start with that assuming it still works.

I just use the normal uploader, set the item to private, do whatever I need to do like screenshots and descriptions, then I make it public.

So first quick question of probably many, what files did you have to upload to the Garry's Mod Publishing Utility to properly upload it? I know you aren't a fan of small brain questions but most dupe upload guides use the ingame publisher, and other addon guides assume I'm uploading a map or something
