Solid framework and fundamentals, but it lacks substance compared to EU4. There is very little variation in nations, whether it be with events, ideas, government mechanics, lack of missions, etc. Once you've played one nation in Germany, there is very little to convince you to come back as another. The UI is in sore need of a touch up. Some core mechanics are fairly bare bones and many bugs exist within the game. Despite this, I am still recommending because I see good things in the future for the game.

So, all in all, I'd advise any hesitant buyer to hold off and let the game develop at bit more flavour before getting it. Or, if you're a die hard fan, just get it and enjoy the ride.

Sidebar; I know expecting it to match up to EU4, with its plethora of DLC, may be considered an unfair comparison by some. It's a fair argument to say that EU5 at launch is a far better game than EU4 at launch, but I don't think it's improper to expect EU5 to be a complete, well-rounded, step up from it's predecessor at launch. Which it is not in many areas.
