You could do fancy stuff with teleports or area portals (if they are supported in the tf2 source version...

So. Basically, the only way of navigating the second part of the map, is by playing as scout, because things are that high, that only double-jump will get you there...

No. The entire map is at a tilt, which acts like a hill. So you'll always be able to walk around with every class. However, placing buildings could be a bit hard.
You are actually able to change gravity with the source engine. I was playing a community made map in portal 2 where the gravity flipped half way through the map.
