-| Workers Collective Act Passes German Legislature! |-

Preamble - This act is intended to provide the training, work place, and welfare for workers to educate themselves and practice a useful trade to better the economy. At minimal input from the government, we will provide for a workers collective that will equip our future workers for a better Germany.

Section 1. Administration of the Workers Collective

1. The Workers Collective Administration shall hereby be established as a government oversight committee to administrate and organize Work Centers,
1a. This organization shall be under the Secratary of State for the Interior,
1a1. All salaries and hirings shall happen under their jurisdiction and budget,

2. All Work Centers will have a Over Administrator assigned to hire a management staff and make minor decisions, such as which materials to order

Section 2. Work Centers

1. Work centers shall be established in every city or village or settlement with a population in at or in excess of 20,000 persons,
2. Work centers shall be henceforth referred to in this bill as WC's,

3. WC's shall be equipped with basic work areas, materials needed for record keeping, paper goods, basic shop tools, and classrooms,
3a. Teachers shall be hired by the Workers Collective Administration, henceforth referred to in this bill as the WCA,
3b. All classrooms are to be properly equipped with materials needed to conduct education such as desks and paper,

4. All needed materials shall be provided by the Interior Ministry

5. WC's must never charge membership fees or collect dues

6. WC's may organize work unions

7. No one seeking to train or work in a WC may be turned away

Section 3. Closing and Funding Notes

1. All funding shall be taken from the Interior Ministry budget,
1a. This program may not be defunded without a majority vote from all government Secretaries
1b. If inadequately funded by the Interior, others funds must be allocated to the program
