If humans can't see air, but can see water, does that mean fish can't see water, but can see air?

Number 15: Burger King foot lettuce. The last thing you'd expect to find in your burger king burger is somebody's foot fungus... but as it turns out, that might be what you get. The person uploaded a photo anonymously to the site showcasing his feet in a bucket of lettuce with the caption "This is the lettuce that you eat at burger king." Admittedly, he did have his shoes on but that's even worse.
