You have to mess around with it a bit. Go into the Steam Overlay and fiddle with it. Initially it did not work when I first tried it. Actually I believe it didn't even detect my arcade stick at first. It's finicky and I wish I could give more specific advice but I don't precisely remember what we did. I say try disconnecting and reinviting your friend, reloading the game, and fiddling around with the keyboard/controller setup in Remote Play (under the Steam overlay). He pay have to unplug something as well, additional devices can cause interference.
